The "Youth Mainland Internship Fund" and "Youth Development Fund" are mentioned in the Hong Kong SAR Government's "Planning for the Great Bay Area of Guangdong, Hong Kong and Macao"

Youth Mainland Internship Assistance Scheme

Since 2014-15, the Youth Mainland Internship Assistance Scheme has been launched to support non-governmental organizations to organize the Mainland Internship Scheme. It will deepen Hong Kong youth's understanding of the Mainland's employment market, workplace culture and development opportunities, help them to set up future work directions, accumulate work experience and establish a network of contacts, and enhance their employment advantages. Of the 135 internship projects funded in 2018-19, 47 went to the mainland cities of Dawan District, with a total funding of about 33 million yuan, and about 1200 young people are expected to benefit.


Youth Development Fund

The government has set up a 300 million yuan "Youth Development Fund" to work with NGOs in the form of matching funds to support young people to start businesses in Hong Kong and even in the Mainland, such as the Dawan District, and to explore opportunities. In his Policy Address of 2018, the Chief Executive announced the launch of a new plan and will inject funds into the Youth Development Fund to support Hong Kong NGOs to provide more in-place entrepreneurial support and incubation services for Hong Kong Youth Entrepreneurs in Hong Kong and other cities in the Great Bay Area, including setting up business bases. The Youth Development Commission is currently working out details of various new funding schemes and will launch a new round of applications later.


Entrepreneurship/Business/Employment

From January 1, 2019, individuals without domicile in China who have lived in China for 183 days for less than six consecutive years shall be exempted from individual income tax upon filing with the competent tax authorities. Income derived from overseas and paid by overseas units or individuals shall be exempted from individual income tax. In any year with 183 days of domicile in China, individuals who have left the country for more than 30 days may reside in China at one time. The consecutive years of the year with 183 days have been restarted.


The requirement of permission for Hong Kong and Macao people to obtain employment in the Mainland has been completely abolished.

Hong Kong and Macao people employed in the mainland can deposit housing provident fund, so that they can enjoy the same treatment as mainland residents in terms of the base of deposit, the proportion of deposit, the process of processing, the withdrawal of personal housing provident fund, and the application for personal housing loan of housing provident fund. If people from Hong Kong and Macao leave the Mainland to settle in Hong Kong/Macao, they can also draw the balance of the housing provident fund account to help them make long-term plans and realize their own development.

Qualified Hong Kong and Macao residents may take part in the qualification examination for primary and secondary school teachers and confirm their qualifications.

Various Talent Awards or youth training schemes will be introduced to facilitate the development of Hong Kong people in Dawan District.


Daily life

The People's Bank of China has approved the pilot opening of personal bank accounts in Dawan District of the Mainland in Hong Kong to further solve the problem of "difficulty in opening accounts" for Hong Kong residents in mainland banks.

Qualified Hong Kong residents living in the mainland can apply for a residence permit. The holder can enjoy three rights, six basic public services and nine conveniences in his place of residence in the Mainland according to law, covering the areas of daily life such as employment, education, medical treatment, tourism and finance.

China Railway Corporation (CRC) has set up automatic selling and ticket collecting equipment for readable return certificates at various railway stations with large purchasing and ticket collecting flows from Hong Kong people in different provinces and cities, which saves the time of queuing for formalities at the counter in the past.
