I. Project Introduction
At the Fifth Plenary Session of the Eighteenth Central Committee of the CPC, it was emphasized that we must put the development basis on innovation, form an institutional framework to promote innovation, and shape a leading development that relies more on innovation driving and gives more play to its first-mover advantages. In order to achieve "leading development", the key task is to liberate and stimulate the potential of science and technology, speed up the transformation of scientific and technological achievements and improve the conversion rate of scientific and technological achievements.
The report of the Nineteenth National Congress of the CPC put forward that we should deepen the reform of science and technology system, establish a technological innovation system with enterprises as the main body, market-oriented and deep integration of industry, education and research, strengthen support for innovation of small and medium-sized enterprises and promote the transformation of scientific and technological achievements.
According to relevant statistics, at present, 40,000 scientific and technological achievements have been identified in China every year, but the proportion of transformation is not high. In the process of promoting the transfer and transformation of scientific and technological achievements, the intermediary between enterprises, scientific research institutes and universities is absent - the broker of transformation of scientific and technological achievements. We should create conditions to encourage brokerage mechanisms among universities, research institutes and enterprises, promote scientific and technological achievements to go out of laboratories, transform them into industrialized commodities that serve the society and benefit the people's livelihood, make scientific and technological achievements turn into "the last kilometer", and make scientific and technological productivity truly meet the "people's growing needs for a better life".
II. Training objectives

Training courses
The textbook of professional skills training for technology achievement transformation brokers is adopted in a unified way, and the definition of technology brokers is explained in detail, so that people who are engaged in and will be engaged in this work can understand the nature of the work, and the knowledge and skills needed by technology brokers can be further studied, including the interpretation of "Technical Transfer Service Standard" and the interpretation of policies for technology achievement transformation, and technology transfer. V. Time and form of training
Advanced classes are no less than 120 hours, intermediate classes are no less than 100 hours and junior classes are no less than 80 hours. They are divided into evening classes, weekend classes and full-time classes. Students may cross-listen until they have passed the professional skills examination.
VI. Training Certificate
Qualified trainees who have participated in the course training of the National Training Network of China will be awarded the Certificate of Professional Skills Training by the National Training Network of China. The certificate indicates that the holder has passed the relevant course training and assessment organized by China National Training Network. The certificate number is the only code, which is universal throughout the country.
